Net Liquidity is a calculated metric tracking the actual liquidity available to financial markets. It is defined as the Federal Reserve’s balance sheet (total assets) minus the Treasury General Account (Treasury’s checking account at the Fed) minus the Overnight Reverse Repo Facility usage (cash parked by money market funds at the Fed). Subtracting these two drains from the balance sheet gives a cleaner measure of the liquidity actually circulating in the financial system — the fuel available for bank lending, market-making, and risk-asset deployment.
